Black money whitening (Declaration of corruption as legal) and “Implementation” Challenge – The dilemma of present Government
“Implementation is the main challenge” for the achieving goal of 2009-2010 budget- the Finance Minister categorically stated. Question is, Why?
After 38 Years, state has failed to achieve the minimum level standard in Implementation. One of the major reasons is that corruption has been institutionalized in Bangladesh very successfully by the bureaucrats, army turned politicians, so called syndicate business circles.
Our Question to Finance Minister, Is it possible to overcome the Challenge of “Implementation” after declaring corruption as legal? There are many causes of challenges of implementation: lack of capacity, timely allocation of finance, inadequate skilled persons at different levels and tiers and MOSTLY Corruption.
Very interestingly, there is budget allocation for “Good Governance” and manly focuses on the activities of “Parliamentary Committee”. What’s the Function of “Parliamentary committees” when we approve Corruption?
We hope, Government will rethink this decision instead of telling, “Politics is the best art of compromise”. We want punishment of Black Money owners rather giving them award.
